I just get the little Populous: The Beginning window with "Loading..." in it, and nothing happens until I end the process. Win7 64-bit.
Nothing added here in a long, are you guys at GOG even trying to solve this?

As far as I can tell, the GOG team just post in the General Discussion forum most of the time, there's maybe one or two posts in the game specific forums, but that's about it.
I had the same problem. Kind annoying. Ok it costed a few dollars only but i wanted to play it.

After selecting the hw/sw mode + resolution, the program crashes, with details:

i got windows 7 (32bit), with nothing but avira running.

THEN i have read this:

Gowor: ... -Problem on ATI cards - game is incompatible with recent drivers on most ATI cards, so an older driver is included. You can try renaming or removing atiumdag.dll in the install directory if that helps.
this helped! thanks :)

What did you rename it to?

Juddicus: What did you rename it to?
Just rename it to anything else but what it's called. Try adding a .bak to the end of it so it says atiumdag.dll.bak. If you can't see the .dll extension (it shows up as atiumdag), just rename it to atiumdagbak

I hope this helps

shane-o is right. just remove the file, but it's better renaming it to whatever. (like atiumdag.dl_ or atiumdag.potato, anything)
I have the same error;

Just with D3Dpoptb.exe, popTB.exe works fine. I don't have the atiumdag.dll file on populous folder.

I have the same problem with an ATI graphics card an Windows7 x64, just erase atiumdag.dll and repoint game icon to popTB.exe and I can play in soft mode at 800x600.

It's something. ;)
I picked up the game during the last sale, and can confirm that the issue is *definitely* with ATI cards.

I was having "Game Crashed" or "d3ddpop3w stopped working" messages on my laptop, which runs an ATI card as its "high-performance card" and an Intel chip for power saving mode. Switching over to power-saving, and so using the Intel chip rather than ATI, means that the game launches (only tested as far as menu screen)

I've tried nigh-on everything I can think of to get the ATI one to work in hardware mode: deleting and replacing that DLL with the one from my Windows folder; reinstalling just in C:\POP3 to get rid of registry key issues (this did fix one thing: perhaps the brackets around x86 were causing problems somewhere?)

Looks like I'm going to have to do things the wrong way around and switch over to power saving mode whenever I want to play - but at least that should be powerful enough. Would be nice if there was some way to get ATI cards working with it properly though.

I'm using an nVidia and getting the same problems :(

Also tried running in software mode, reinstalling as admin, running setup as admin, installing to C:\POP3 - same thing all round. There's a POP3.CD folder on root C:\ too, although it only throws the registry error when running GOGSetup.exe

After all this, same problem. Strangely it still says "D3DPopTB.exe" has crashed, even if I run PopTB.exe
Windows 8 x64
GTX460 GPU

First of all, I have to run the launcher as an administrator: Otherwise, it just closes when I try to launch the game from it.

Secondly, D3D crashes. I can run it in software mode, but I would really prefer D3D if it's possible to make it work. I'm going to try and reinstall it as admin now to see if that helps. I loved this game on my PlayStation, so I would absolutely love to revisit it on the PC in all its glory.

EDIT: Reinstalling as admin did nothing. Basically, the game runs in software mode, but i get a D3D crash in hardware mode. The launcher seems to be working as intended, but other than that, hardware mode is broken.

EDIT2: Tried the June 2010 DirectX Redist. It didn't help.

EDIT3: I'd like to add that the game stutters quite badly in software mode, making it almost unplayable. Both graphics and the sound stutter.

EDIT4: I got another package of the game from http://popre.net/. Hardware mode doesn't work on this one either, but at least software mode runs smoothly, albeit on a max res of 800x600. This version is 96MB and is missing the FMV folder from the GOG version. Adding this folder enables the videos in-game and then I have a copy of the game with videos and smooth software mode. It's not an optimal solution, but at least the game is playable for now. I'm still hoping the hardware mode will be fixed. It obviously isn't just an ATI issue.

It may be because you are running Windows 8 and Populous is very very unlikely going to work on that version of Windows. It's bad enough trying to make it work on Win7, unlikely it'll support Win8 anytime soon.
After reading the posts here I decided to try and bypass the original GoG shortcut and just use the game executable file. To my surprise the game started right up! But almost immediately the screen converted from the true color of the game to some sort of pixelly-rainbow haze! I can still navigate and use the menus, and I can even start the game. But the odd coloration continues. I tried to PrintScreen and it didn't work. Has anyone else had this issue?
