Hi, I'm about to buy this game but I want to know if it's possible to install these mods on GNU/Linux: http://www.gog.com/news/mod_spotlight_planescape_torment_mods_guide

It looks like the Widescreen mod has a GNU/Linux version but the other two don't.

You should be able to install any mods directly into the Linux installation folder, but this needs some work: if you can instead install the game on Windows and install the required mods there, you can then transfer the whole installation folder into Linux, making things a lot easier.
Anyway, check these links:

I just saw that the game in GOG is working under WINE. So maybe it's better to simply download the Windows version and install it in PlayOnLinux? I guess I could install all the mods without problems then?

I haven't tried myself, but PlayOnLinux is basically a Wine's frontend, so the answer is yes, you can try to download the Windows version and install it, but I don't think this will make installing the mods a lot easier.
Instead, I would download and install the Linux version, install the mods as explained in the guides I posted above and then run the game under Wine or PlayOnLinux, if you prefer.
