I'm familiar with the item stacking rules.

I had Sagani wearing Lilith's Shawl, giving an aura of Stealth + 1. So my whole party had increased stealth.
However, when I got her a piece of armor with Stealth + 2, not only her own effect of Stealth + 1 was surpressed, but also for everyone else in my party.

Is this an intended effect? Does (personal) Stealth + 2 suppress the Aura effect of Lilith's Shawl?

It's the item effect that's suppressed, so yes it's intended.
