I will repeat my advice given here:
"This is a known issue, and has to do with your computer being up for extended periods. The fix? Reboot your computer. You should always reboot regularly, anyway."
The NWN2 Client Extension (direct download link) contains a fix for this problem which occur on machines where the performance counter frequency is relatively high. This avoids the need to reboot your machine to correct the problem.

Technical details: Incorrect handling of the performance counter (storing it into a float) results in the game gradually losing precision as the counter value grows, leading to visible artifacts due to this timer being used to drive animations.

Great! Thanks for that fix. So many games don't have this problem even if my PC is not rebooted for over a week except NWN2, so it is a game's problem for sure.
