Here's the workaround:

First, you should open the game's installation directory (default: C:\GOG Games\Neverwinter Nights 2 Complete), go to \Campaigns\Westgate_Campaign\ and delete the "2da" folder.
Now extract the contents of the ZIP file i linked abovw, into the "Westgate_Campaign" folder and try to start the game again. This should fix the character creation issue.
We'll add this fix to the main installer as soon as all known major issues have been resolved - which should be soon.
