Actually it is not needed for every server. Many of them don't require the CEP or any other HAK files..

For example if you take a look at the Xfire NWN1 community frontpage:
http://www.xfire.com/communities/superfly2000/

The top two servers mentioned on the main list do not require any HAK files and there are probably many other that don't also.

You should also know that CEP version 2.4 is out now...even though I think it hasn't been officially adopted by most of the servers yet. There seems to be some trouble with it. So stick with your 2.3 for now.

About the installation it is pretty straight forward. Place the HAK files in the HAK folder, the TLK files in the TLK folder and so on...
If you are running Windows, you can use ARF2 to install a downloaded copy of CEP2.3 for you. When the dialog box comes up for updating, you just have to select "Use Local File" for the Community Expansion Pack rather than having it download again from the Vault.

ARF2 can be placed in a subfolder of your NWN folder (i.e. GOG.com\Neverwinter Nights Diamond Edition\ARF2). You can ignore all the stuff related to Higher Ground if you want.

Otherwise, as superfly said, the file extension of the files in the CEP package are named after the folders they should be placed in.
You might just as well install 2.4. It has the 2.3 tlk file and it's backwards compatible with 2.3.
