For some reason Neverwinter won't start. When I try to start it this message appears.

The program can't start because d3dx9_30.dll is missing from your computer. Try reinstalling the program to fix this problem.

I reinstalled it already, but I don't know what is wrong.

d3dx9_30.dll error message could apply to any program that utilises Microsoft DirectX namely games in many cases
