Anyone else having this issue? I simply cannot enable these options.

I'm guessing you have an ATI card. The broken shiny water has been an (OpenGL) issue for years, since ATI (prior to AMD acquisition) scrapped support for older OpenGL libraries from their drivers. It's an issue that AMD never resolved. On the other hand, nVidia drivers suffer no such problems.

Good to know, thanks for the response.
I'm currently using the latest ATI/Catalyst drivers for my Asus k53ta-bbr6 laptop and shinywater, after being broken for quite some time, now works perfectly. The laptop is from, oh, 2011 or so.
OTR,
that's pretty big news. I've stayed away from ATI cards because of the openGL support. It seems safe to wade back in, then?

Can you link to the driver please?
260X and catalyst 14.12 whql and I can enable the 2 features.
It's often been so, you can enable shiny water with ati/amd cards,
but the card still doesn't show it.

Enabling shiny water on nVidia either shows it correctly or crashes.

Tried but couldn't find a screenshot of what the water is supposed to look like.
Could you try enabling and disabling the setting when in area with water?

The difference should be super obvious, night and day style.

I last had water working, when I briefly had GF 8800 on this rig ways back,
with my older setup with GF 7600, shiny water would crash the game.
