So, during the quest to collect the three paintings, I ran into a self-inflicted problem.
I always just clear out the Barrow Downs after Harmondale. If you have turn undead, you can muddle your way through the Haunted Mansion, the Barrows themselves, and the map with a little elbow grease. The money, items, and XP you get from that make the next few parts of the game a cake walk. ANYWAY, I retrieved the Angel Statue painting since I was there and stuffed it in the chest along the North wall of the castle in Harmondale because, obviously, I wasn't ready to get the other two just yet and I tossed some spell books and wands and things I didn't need currently along with it.

Well, once you get the Mercenaries Event and don't do it in time (no reward or XPizzle, so who cares?), it resets Harmondale, all the monsters...and all the chests, including the one that had the portrait in it. I got the other two portraits and went to grab it out of the chest and...it just had a couple of crappy piles of gold and a wooden buckler and staff. Other quest items reset, for instance, you can keep getting an arcomage deck every time Harmondale resets on its two-year cycle ad infinitum. The Barrows reset already and I re-did the entire Haunted house...but the portrait isn't clickable. And the arbiter won't return it if you say it's lost. That only seems to work with golem bits. Is there a work-around at all? I don't really want to get a trainer, but if I had to spawn the item, I would. My perfect play-through is tarnished.../sigh

Go to The Arbiter's Hut in Harmondale and speak to the judge. Select "I lost it" and you should get back any lost quest items.
If the arbiter can't retrieve it for you, maybe try the haunted mansion again and see if the painting is retrievable there?

This is the one item the arbiter won't return.

And it doesn't respawn in the Haunted Mansion.

I just beat the game. I've done that quest before, so in my head, I know I'm cool.
