I wasn't able to visit the circus until it came to Bootleg Bay in December, which is late in the game for me.

I am not able to get into any of the tents except for the main tent where Blaze the Circus Master is and I can click on the Rules and Prizes descriptions. Therefore, I am unable to play any of the games. I wonder if this is because my level is too high and the game won't allow it.

Any ideas as to why I am being blocked?

Are you using greyface's patch? If not, you might as well try it, since there are a few bugs in the circus that it fixes.
