I've been following this walkthrough and a map I found. I went to the spot where sir hyron and drog where suppose to be but all that was there was some manicles. Did I do something wrong?

Return to the Inn. They should be available from the roster there.

Did you get the quest to free them from their mother, and/or did you talk to her after freeing them?

No thats what I think I missed. Do you happen to know where Nordonna is located?

I found here, she was in the one spot I had not explored previously.
