After seeing the Peeler Machine in action, I would really like to have a Peeler Machine at my base as a "Training Aid" for raising my crew's First Aid skills, and as punishment for interlopers.

Is the Peeler Machine unavailible to build outside of the Console Menu? Thankfully, I know where to find it on there, but I was mainly wondering if you can research technology to make one yourself.

I have not acquired the Peeler Machine yet but the wiki says you can get the blueprint from Savant the leader of the Skin Bandits at the Skinhouse HQ. In addition there is another blueprint that you get from him when you acquire the Peeler Machine blueprint.
