What is the effect of Fear? Hovering the cursor over portrait does not offer any additional information and I couldn't notice bad effects as I continued fighting.

According to the document I have at my disposal it should mean that when the character is influenced by Fear, his Dexterity value isn't taken into account when determining his overall Armor Class, and his spell penetration is reduced by half.

It looks this is correct. My character had a defense penalty that was gone when the fear condition was cured.

Just a quick note for anyone wondering how to remove Fear. Drink PERFECT potion of Courage.
