EDIT: After I adding it to my cart, the price becomes correct. Still, the store page price seems to need fixing.

I wanted to buy this during the summer sale, partly for the XP, but the permanent 85% discount as owner of Shadow Warrior 2013 I have already had when the game was released is gone. Now it's only 10%. Can someone please fix this? I double checked and I seem to have remembered "permanent" correctly, so it appears to be a glitch for me.

I've got the same glitch. Thank you for bringing it up, I didn't try to add it to the cart before, although I should know better. The same problem has been mentioned for other games in the last weeks.

I assume that the discount is still permanent and only the display is bugged – can't check anymore. :)
