I was surfing around and found this article this morning

http://www.retrocollect.com/News/old-pc-emulator-pcem-now-running-windows-3dfx-classics.html

I will say emulating PC games is far from my strong suit but this program offers a stable and smooth emulation of old 3Dfx Windows games.

Right now (PCem) it is able to create an environment that you can install an older version of windows and the games in but it could be improved to a quick executable in the same way DOSBox is used.

Was wondering if people with more experience could comment on this or if there is another program better suited.
You should talk to this person:

Now, I don't know anything about PCem, but it seems that it would require a Windows license and copy in order to run Windows games. Unfortunately GOG cannot distribute Windows.
I was going to post something like "GOG is more or less good on 3Dfx b/c they use nGlide", but then 3Dfx != Glide, does it?

Humor me: say GOG gets the rights to Windows 95 or 98; what would they "do with it" then to make certain games run? (Can it be installed in DOSBox similar to Win 3.1?)

I know 95 can, though it requires the SVN Daum build. Not very stable, though.

Uhm... Glide is actually 3Dfx API. nGlide is a Glide to DirectX wrapper. From the docs:

nGlide is a 3Dfx Voodoo Glide wrapper. It allows you to play games designed
for 3Dfx Glide API without the need for having 3Dfx Voodoo graphics card.
Your first tought was right. You don't really need a PC emulator with an additional Windows license just to play games with Glide support. You can use nGlide (and GOG already does).

Yeah... Beside nGlide, there is also DGVoodoo. The new DGVoodoo2 wraps Glide API to Directx 11. The legacy version wraps it to Directx 7/9.
