THERE IS!!!!! It's not all that new but man it's as good as WW2 FPS story telling gets.
Brothers in Arms: Road to Hill 30
You play Sgt Matt Baker of the 101st Airborne Division, dropped and scattered behind enemy lines previous to the invasion of Normandy. How good is the story you ask? Matt Baker is a real guy who was really with the 101 who really got scattered behind enemy lines. The entire game is based around a minute by minute account of his eight day ordeal through to hell and back that proved pivitol in the taking of the French coast and eventually France and eventually Germany. They say the characters are designed to actually look like the real men but I'm gonna have to take their word on this one, I've never seen a picture of Matt Baker.
There is also a sequal to this game but I honestly don't know anything about it.
Edit: Of the top of my head I'd suggest giving Call of Juarez 1 and 2 a shot. Not extremely deep but definitely above the average FPS in terms of characters and story. Edit2: nvm, I saw the modern setting requirement now
I also think there have been some Gulf War stuff put out. I refuse to play those for ethical reasons that have ZERO place in this forum so I'll drop it. Either way, there are some Gulf War games out there and I they 'might' have stories.

i only know of Conflict: Desert Storm 1 & 2. but they're third-person shooters and don't really have a story.
