Chasmancer: Hrm. Its plot, such as it its, is recycled garbage, and gameplay is inferior to original. If you liked Perimeter might be worth a purchase. It's not completely terrible, but only because it's based on a great game.

Cheap enough to buy without regretting if you like RTS, but frankly either of UFO games offers more for the same price tag.
Are the UFO games similar to XCOM?

Those two 'UFO: After...' games I found are different tactically. I seem to recall some non-fun funnelling indoor maps which were challenging but do-able. Not as 'on a rail' as say Republic Commando.

Plus options for real-time combat.

Seemingly more situational awareness in the XCOM games.

Thoroughly agree on the Perimeter games; it is a personal call on the second one.

Very much so, as it's exactly same concept of tactical battles and interbattle management of a special force to fight off an alien invasion.

As gloombandit says they're different tactically and not only because UFO games added real-time, they've done away with some pointlessly annoying off-battle tedium from XCOM (some fans were outraged about that, but, well, can't please everyone) and introduced many convenient and not so convenient interface features, but they also suffered some from being blander and lacking much in way of iconic enemies XCOM became so beloved for.

All in all they didn't age all that well, and don't measure up to the reboot but at the time they came out and all way till 2013 they were a sorely needed fix for fans of XCOM series.

Do the games have any randomization or skirmish modes?

Yes. It isn't particularly creative by modern standards, and there are sections where it flags outright, but for the most part it does its job properly.

Depends on if you are saying base game or the ''The Outer Worlds: Non-Mandatory Corporate-Sponsored Bundle'' as if I am not mistaken it hs been about 10 dollars cheaper once before on a sale and the basegame is maybe a dollar cheaper then the lowest sale price it ever had.. Not for sure but I am like 99 percent sure .. Again could be wrong here ..
