That seems like a dubious distinction imo, the state is the basic framework for political action nowadays, how could "the people" achieve socialism without reference to the state? "The people" only exist as a political subject through citizenship of a state after all.

Socialism is about socio-economic empowerment. When people are empowered, it's democratizing; when government is empowered, people become disempowered.
