I'm just curious as to how gifting works. What do I do to be able to give gifts?

"1. How do I gift a game?
Gifting games allows you to purchase any game, or games, available at GOG.com for your friend. To use the gifting option, pick a game (or games) just like with any normal order. After you proceed to checkout, select the "Select to gift this order" option. This order just became a gift order and, after you input the recipient's e-mail address and pay for the order, a gift e-mail will be sent to the gift recipient."

Select the gift option at checkout, put your own email address in the "gift to" box, copy and paste the gift code into a PM to the user you want to gift to.

Edit: Oh, one more thing. Does this only apply to new purchases? If I already have a game I know I'll probably never touch again, is there a way to gift that?

Only new purchases. You cannot gift games that you already own.
