In technical terms you're correct, but generally speaking, it's DRM because it's sole purpose is protecting digital rights.

It's sole purpose is preventing tampering. The fact that it's mostly used to prevent tampering of DRM does not make it DRM.
Example of a potential DRM Free Denuvo implementation: You have the full game files, but the Denuvo protected executable only loads the first map. You can freely move the game files to any computer, you can be online or offline, but the executable will not allow you to play other maps. There are no accounts, no 3rd party checks, so the game (or demo) is DRM Free, even though it does use Denuvo.
The problem is that Denuvo does cost money to use (licensing etc) so few are willing to use it for reasons other than to protect a DRM system.

I don't see how a game you can move and play on any computer you like without any checks is DRM, even if you cannot modify the game's files. If you believe the ability to modify the files is paramount for a software to be considered DRM Free, then yes, Denuvo denies modification, so it would count as DRM in that case.
But most would agree that if you are able to install and execute the software on any number of computers, online or not, without any kind of checks, the software is DRM-Free.

I still see this as relating to DRM, but potentially much better than Steam from an end-user perspective.
