That's the fair price package. Whenever a game costs more than the base price (which is normally the US price), you'll get compensated with store credit. GOG pays that compensation out of their own pocket.

It's not new though, it was introduced after the big shitstorm when they abandoned their their "one world, one price" policy.

For the love of all things sacred and blessed, I hope you folk at CDPR/GOG are looking into this. I really want to slowly shift over to GoG as my main game client and rely less on Steam, but the lack of regional pricing is the only thing stopping me.
