Not quite the same thing. I think in Earth 2140 case the Windows version, which GOG published, always had broken AI even back when it was originally released, making the game far too easy. They didn't really remove anything from that (broken) release, which had always been broken (not only in GOG).
Later they added free-of-charge the separate DOS version, which had working AI (and challenging gameplay).
This case, where they removed SVGA files from the original release because they probably hoped to curb some support calls related to it, is more similar to how they have removed the sound setup executables from some DOS games, making it harder to change the sound settings if you want e.g. Roland MT-32 or General MIDI music instead of tinny Adlib music.
And yeah, although I understand why they remove such content, I really wish they didn't. I want the SVGA files and setsound.exe's back as well (albeit for the sound setups there are fortunately usually some workaround, editing the sound config files directly as long as you know what values to put there...).
