So I know this might not be the best place to ask for help with this but I've reached out to the "great" steam community and didn't get any reply back, and google isn't helping either.

I'm trying to run Grand Theft Auto IV on Steam on my Windows 8.1 laptop but I keep coming upon a problem. After the main menu, when I click "play" the first loading screen comes up... and it just doesn't load. It stays loading for ever, I left it for 10 minutes and it never loaded. The screens change, the framerate counter keeps changing so it's not frozen and it hasn't crashed it just... won't load.

This isn't an issue (that I know of) with GFWL or Rockstar's social club becuase I'm signed into both of those and on my windows 7 computer never had any problems...

so if there's a kind soul out there who can help me, I'd much appreciate it.
Download and install the latest GFWL from Microsoft site: http://www.xbox.com/es-ES/LIVE/PC/DownloadClient
I don't have windows 8.1, but I've read that you need to set compatibility mode to Windows 7 SP1 (or less) for the game to run properly.

You can also try XLiveLess to play the game without GFWL (and multiplayer): http://gtaforums.com/topic/388658-relgtaiv-xliveless/
It's safe, although you will need to run the game directly from LaunchGTAIV.exe instead from the Steam client (create a shortcut and start the game from it).

I'll try that... and odly enough I can't figure out how to change the compatibility mode for any file... I've gone to properties and there's nothing about compatabliity...

I don't know how the compatibility mode is set in Windows 8.1, but you need to select the main EXEs (LaunchGTAIV.exe and GTAIV.exe) to see their properties. I found this that might help: https://techingiteasy.wordpress.com/2013/07/08/using-compatibility-mode-in-windows-8-1/

Folowed your link of the "also this" and it got GFWL working (I didn't realize it wasn't working) but I'm still stuck behind the infinite loading screen.
( Bump, in case someone has better information. )
I finally got it fixed. If anyone else is having the problem just put this in the Steam Launch settings thing. This fixed the infinite loading screen. -norestriction -availablevidmem 512 -percentvidmem100%
