Breja: We need to go deeper. Install Windows on a Mac, run the virtual machine running Windows 200 on it, run a virtual machine running Linux on that... wait, can you get Steam to work on DOSbox?
It should be possible to install Windows 98 in DOSBox and then, using an old Steam executable and KernelEx (which provides some Windows 2000/XP compatibility to Windows 98), install Steam in Windows 98 (instructions are on the page I linked to).

I have no clue if this works (probably not), but if some crazy and brave soul would like to test it, that would be awesome!
