I'd put her in more of the "troll" category since she uses every opportunity as a soapbox and ignores repeated requests to stop. After this long, it's fairly obvious that she's just baiting on purpose.
As far as Kleetus goes, yeah, he picks certain members and follows them around to spam them. It was admittedly amusing for the brief period of time he did it to Tauto, though.
