I am completel new in that field . I have installed the game Witcher Enhanced edition and cannot
start the game . Firstly it was mentioning that the d3dx9_35.dll . I find a way to install that file ,
but now the error that is showing is 0xc00007b and I cannot find a solutin.

You might try looking for help for this specific problem on the GOG Witcher subforum, which is aimed at dealing with Witcher issues specifically.

Best of luck, I hope you find a solution to this and get to play the awesome game that is Witcher.

You should have installed the latest DirectX version from June 2010 instead of just a single DLL.

EDIT: that should have read: latest DirectX 9 version...

And you should be able to install DirectX 9 and 11 (or later) in parallel. So just do as Themken says and install DirectX 9. It shouldn't interfere with anything that needs a later version.

Just to add to the above, for your statement: "find a way to install that file"
How did you do this? If you download a DLL off the internet then stop. Delete the file, perform a scan of your system using an AV and Malwarebytes and such like. Never download DLL files from the internet. You were lacking the required DirectX package, goto the Microsoft website and download the appropriate package from them for your Operating system and install that. Installing needs many more files than just that one, and DLL's can contain malicious code.

Not strictly true, some issues I've had required me to replace an old, corrupt .dll to run an application. Although you must make sure to get them from a trustworthy website and scan them thouroughly.

I agree that a missing d3d .dll is a problem with DirectX and can therefore be fixed without downloading a single .dll.
What I do to fix this problem is create a folder Called DirectX and put it in the area where the game is located, Not in the actual game folder but in the area of it's location. and extract this https://www.microsoft.com/en-gb/download/details.aspx?id=8109

This here will fix these issues like I had on games showing that. and after you extract it into the folder find the installer inside it and install it and walla! all done!

In the very unlikely event that you have a corrupt file, and the actual company can provide that file, and it passes rigorous virus scans and such like, then yes, I would accept that one event. Anything provided as a file, just like that off the website is really not a good idea, even from trustworthy sites as they have zero liability in most cases and half they time they do not check or compare files. Even complete packages from the actual company can be untrustworthy sometimes (Mint builds being hacked for instance), but at least if you go back to the original company and get the package from them you have a reasonably high level of confidence, whereas downloading from a third party has a lower confidence and downloading a single file from dodgy.site.org has zero confidence.
