As it turns out, it was neither: it was a bug of MaGog's, that sometimes ignored regional price changes of up to 3 cents, and sometimes didn't. mrkgnao has changed MaGog's inner logic, so she now only ignores changes in regional pricing of up to 1 cent (to account for rounding artifacts).
