Uff! I'm afraid, such complexity is far beyond the scope of my mind... I'm really impressed.
Own both titles and can really recommend Comanche vs. Hokum for simulation fans and JADG for strategy fans!
If you buy Comanche vs. Hokum, be sure to check out the unofficial updates from eechcentral.com which modernize the graphics and add more playable helicopters like the Mi 24 Hind with its fully modeled 3D cockpit.

Well buying it as a gift should be no problem. You can not own two copies of the same game, however (you cannot have two copies of the same game activated on your account).
Thats what I'm trying to do. The option to purchase is not even there. It could be because I'm on my mobile. Will try again later.

Technically, it isn't quite every 28 years.

The gregorian calendar repeats itself every 400 years; that is, the calendar for year X is the same as the calendar for year (X+400).

In such a 400-year period, there are 97 leap years. 97 doesn't divide evenly into 7, so some weekdays are more frequent than others.

Wednesdays are actually the most frequent weekday for February 29th, at 15 occurences (tied with Mondays). Tuesdays, Thursdays and Sundays are the rarest at 13 each, and Fridays and Saturdays come up 14 times.

So, strictly speaking, this happens every 26 2/3 years (on average).

Right. But don't you have to round that up the nearest 4 years to get an actual leap year indicator. That is to say, you can't have a third of a leap year. Either it's a leap year or it is not.
