Everytime I try to download a game I agree to the EULA and then it just goes back to the library page and says Server problem. If I click on the downloads file it just says its failed. Any ideas on how to fix this?

Use your browser or GogDL'er as Galaxy is beta.
(I agree to the EULA) or your doing something wrong.

I think it is more widespread than Galaxy. I have been unable to download games from my browser for a couple hours now...

Try running Galaxy as administrator. Also make sure you have sufficient space and privileges on Download games to path. Check if disk isn't write protected.
If that doesn't help, post your logs at mantis.gog.com

What about firewall settings for:
GalaxyClientHelper.exe
GalaxyClient.exe
GalaxyClientService.exe
GalaxyCommunication.exe ?
