I mean, the game is developed fully so aren't they making a stupid decision? It's one thing if you won't make it for a specific platform but service? Do they really want people to buy the game...? Perhaps Valve is covering the costs but I don't think that's likely, that's a Microsoft/Sony/Nintendo method.
Personally, I'd like them to revamp how Steam handles DLC. When I bought Divine Wind, they never fixed it up to a satisfactory condition, and I can't play EU3 prior to it due to how Steam handles the automatic installation.
