Could be. Lots of people have had other people "hack" their accounts in the past (at least some because of crappy passwords shared across multiple sites).

If you're worried:
1. Double-check that your GOG account settings that your linked e-mail address is what it should be;
2. Next, change your GOG password (and don't use the same one you've used elsewhere).
3. Make sure "Two-step Login" is enabled
4. Click the "logout all" button on the bottom of that same "Account and Security" page (which should dump anybody else who might have gotten in), then log back in.

You might also want to consider changing your e-mail account's password (and make sure that's unique, too).

I don't recall offhand the thread we had this discussion in, but the "Logout All" button didn't affect logins via GOG Galaxy. As that was quite some time ago, do you know if this was changed in the meantime?

Sorry, no. I don't keep abreast of bugs or minor features (or changes thereto) in Galaxy. Basically, unless it's some big change that gets an official announcement post (or at least gets a lot of its users talking about it), I know little of Galaxy beyond the features listed on its site page.
