Ah, no. It isn't. ... wait. I remember that game. I have a visual recollection of the protagonist picking up his severed arm and using it. I just don't remember the name of the game.

Yeah, it could be that. I've definitely noticed that in at least one game myself. As for this, I could be mistaken in that its actually you pummeling enemies with their severed limbs, of which there are several examples.
Still, a few other posters also mentioned similar recollections so who knows :P

Metal Fatigue?

I know you can pick up a severed limb (yours or someone else) and reattach it. Don't remember if you can just pick up a limb and bash something with it. I haven't played it in a while since it seems super crashy on modern windows. GoG really needs to pick that game up.

Thanks for the guesses but no, I'm going to put this one down to the Mandela effect. It must've been something like Rune or Jedi Outcast where you can attack enemies with their own or others' limbs, and over time for some reason my mind warped it to a memory of beating enemies with your own severed limb.
