No, that "feature" is hardcoded into the game. It can't be modded.

Hm, but when it`s part of the program, it should be possible to alter it, every program can be altered, so why not this?

Because all we have is the compiled code. We need either access to the source code, or someone that can reverse-engineer it. Stardock doesn't want to release the former, and I don't know anyone that is willing / capable of doing the latter.
