I was excited to see that GalCiv3 was one of the games in this new "GOG Connect" feature whereby you get games added to your gog library that you already own on steam. I was disappointed though to see that it only added the main game and not the dlc (I own all the DLC on steam except for the newest one).

I hope this is an oversight and gets corrected because I don't see any reason why I would want to play the base game with no dlc when I own so much dlc for the game on steam.

According to this post, the Steam API can't detect DLC. So, the only way for GOG Connect to add DLC is, if Valve would finally fix that issue.

I REALLY hope Valve updates he API to fix the issue, in particular for this game as I HATE having to copy-paste files into my GOG directory (I forked over $100 USD for everything so I am NOT buying anything a second time)
I agree, actually GalCiv III was my reason to join GOG Connect at all. I planned to wait till they finally released a version with no major bugs and close to zero minor ones. Then download the GOG version of the game and play it for a few years. But without the DLCs? Not going to happen. Already regretting I joined at all.
Good thing I never bought any of the DLCs before GOG.

But why regret joining a free program....

Because I don't like to spread around my data in the net.

What data did you "spread around?" You don't need to provide real name, address, anything like that.

Feels like complaining just to complain.
