Edit: Found the file on a win10 machine, copied it over and now the error has changed to

Did some research and found out d3dcompiler_47.dll isn't even compatible with pre windows 8 systems

The file d3dcompiler_47.dll is part of DirectX. At some point there was a problem in Windows 7 with this file - Microsoft since fixed it with update KB4019990. You might want to check if your Windows 7 machine is missing that update.

Thanks, indeed it was missing, though very odd that it didn't show up as either installed or available in windows update, I ended up getting it from here (update for windows 7 x64). In my nearly 5 years of running this pc and running hundreds of games, this is the only time I've ever had to do something like this to get a game running lol.

Edit: Ok with the update (and a precautionary restart) the game now runs, unfortunately there's a severe and frequent stutter that's making the game legitimately hard to play, I've tried flipping every display/graphics setting but nothing gets rid of it. It's especially weird given that the community-made port (project x) runs perfectly.

Hi Download and install the newest version of Direct X ,Should be version 11. Its required for almost all good games.
