I'm not really sure what's up. I'm using Windows 8.1. Every time I try to run the game I get an error window saying "Please Sign In With Administrator Privileges". I have tried running it in compatibility mode and running it as an administrator. Neither work. This is frustrating.

This is because of a recent Microsoft security update which disables the SafeDisc drivers in Windows. You can read more about it here:
http://myonlinesecurity.co.uk/september-2015-windows-updates-kb3086255-breaks-many-games/

You can either restart the SafeDisc driver as described in this article or uninstall update KB3086255 and blacklist it, so it won't get automatically reinstalled.

Ah that's unfortunate. Well it is a very recent update so hopefully GoG will fix this.
sooo, I thought GOG games were DRM free? Would like this patched soon :-)
and unfortunately just restarting/enabling the service didn't work for me - says the driver is blocked.

Yea, the command lines didn't do anything for me either. I'm not about to mess with the registry over this. I wonder of the GoG people even know about this. I'll send an email either way, just because it should be fixed.
It does work but there is additional step involved: forums.civfanatics.com/threads/please-login-with-administrator-privileges-and-try-again.552140/page-3
