Ive played Fallout 1 through twice and defeated the master with carefully made explosive wiring after defeating the two mutants that guided it. It was fun but it kind of defeated the purpose of having melee. I understand that guns are prevalent but fighting the master in melee is not possible. For me it might be possible but it would just require so much min/maxing I would rather just finish the game.

Is fallout 2 like that as well? Where melee is useless against the main bad guy?

You can win with a melee character if you chose your skills and perks carefully.
At the start don't take any traits (maybe the blood mess because its fun).
For attributes agility, strength, endurance and luck are recommended.
Skills of course melee weapon and pickpocket some may add sneak for backstabbing later.
Than i did my go and save. That means try to reach Frisco because there
you can get the mego power fist and the super sledge for free if you are lucky enough.
That means who buys items, steal them from the shops....don't forget the batteries and
tons of medi.

So yes you can beat the game but a Gauss rifle makes it so much easier.
