Ive always wondered about what skill points do for skills. Do they only give a better chance to hit for weapons, or do they modify the amount of damage for that given weapon. 2-12 would be more likely to get 12 damage with higher skill?

Increasing skills increase chance of success (except pilot, which, I believe, increases driving speed).

Im not sure what bug this is but i just opened fallout 1 and 2 to find that the colors and pictures were all out of wack. This is my new laptop, does anyone know if i should download a mod to fix it? Which mod should i get?

I think a higher skill also increases your chances of a critical hit. Manual states that 'highly skilled characters will also do more critical hits'.

With regards to your colour problem, have you installed the high-res patches?
