Every couple of years I've given Fallout Tactics a try and give up on it. Every time I start it again I'm having fun, wondering why I ever gave up then after a few missions I run into a problem where every time I try to move on the map I run into a random encounter. We're talking multiple encounters within a small grid. A relatively short trip from Bunker Beta to Springfield might have 20+ encounters. This CAN'T be intended. Note that pumping points into Outdoorsman does not fix this problem, instead giving you the option to skip encounters. My current stats in Outdoorsman let me say no to roughly 50% of the encounters, the others I simply run from. They're not at all difficult, they're just a waste of ammo and more precious, time. Fallout Tactics is currently the ONLY Fallout game I have yet to conquer, including the much reviled console only Fallout: Brotherhood of Steel.

Not everything works for everybody, hope you find something that works for you.

Here's an older thread that has several possible solutions, I'd suggest trying first to limit the framerate from GPU settings.

Reading a number of responses to this issue I found out about a video recording app called DXtory that also allows you to limit your frame rate. Once installed I set the frame rate to 30 fps and it fixed the problem! Only issue is that DXtory is not freeware and bugs you for a license on every start. I may try the FPS limiter but I read a lot of replies that said it wasn't working. Either way DXtory should finally allow me to finish the game without being spammed by random encounters.

Are you sure? For example, this random encounter alone gave my team more experience than the first 4 game missions, and I was able to loot 900+ semi-rare .50 ammo from one of the Behemoths.

Wow... I guess it depends on where you go. I've just been running into minor encounters with raiders, animals and ghouls but I've also just been going from mission to mission without exploring the wasteland.
To be honest, I'm playing with Redux mod, which supposedly eliminates most worthless random encounters. Once you get to the third bunker, you will be no longer fighting wolves, raiders and other crap. You will be facing large groups (up to 12) of super mutants armed with machineguns and rocket launchers, and later reavers and robots, and, as a rule, these fights will be neither easy nor worthless in terms of loot.
