All:

I installed Fallout 2 (Fallout 2 Classic from GOG if that makes a difference) today and can't get it to start. In case it matters, my setup is Windows 10 Pro, GeForce RTX 2060, everything current. Installation from newly downloaded Offline Backup Game Installer.

Problem: When starting from launcher, nothing. Double clicking directly on the Fallout2 application in the Fallout 2 folder, Fallout2.exe will show up in the Task Manager under "Background processes" for a second, then disappear. Program doesn't start.

Troubleshooting:
Restart computer, Uninstall/Reinstall
Run as Administrator
Compatibility Mode (Windows XP, Service Pack 3)
f2_res_config - change between DirectX 9 and Direct Draw 7
Installed killaps Fallout 2 Restoration Project (just downloaded from killap.net)

Nothing has changed the symptoms. Any help will be appreciated.

Hey, I'm on Win10. I forced a Windows Update and did a fresh install of Fallout 2 and can confirm it's working on my end. I don't know how to troubleshoot your problem but I hope this helps.

Try to delete fallout.cfg file after installing RP and getting problem with first attempt to run the game.
Hey all, just in case someone was having the same problem, I finally figured out the cause to this problem. I had installed Microsoft Visual Studio, and for some reason that caused both Fallout 1&2 to crash on launch. One fresh install of Windows and starting Fallout after every program I installed to verify it still worked isolated the offending program.
