If anyone else have this problem in the future:

Use vad's savegame editor (you can download in NMA).
Find GVAR_WANAMINGO_OCCUPADO, and change the value to 3.
Save.
Done!

For the record, do you used any of Killap's patches or vanilla Fallout 2?

(because if vanilla, the solution could be using Killap's inoffical patch... I would call it obligatory in general for fixing a multitude of bugs!)

Indeed, was using latest killaps patch when this happened.

I managed to fix it using a save game editor in the suggestion above. Guess it can still happen rarely even when using killaps patch.
