Can someone help me how to install the mod? I put the mod into the data file and it do not work in the game. So i clueless, Any info on how to install it will help

Just put the files in the same folder of the Fallout2.exe.

You need Winzip, Winrar, or other program to extract the files to Fallout 2 directory.
Or maybe you want install other mod?(Get drunk mod or Extra trait mod, 2 mods for sfall) please be a bit more especific.

Do you need the CD version in order to have it? Cause i got from the interplay website. I just want to change the 13 year time limit

This mod only works with certain versions of the fallout exe's. For fallout 2, a US copy of 1.02 is required, although tweaked copies such as the version with megamod 2 also work. If your version of fallout doesn't have kids, then you have the UK version instead of the US version, so you'll need to patch it into the US version before using this mod.
What version of Fallout do you have? What happens when you try to install the mod?
Maybe your version is not compatible with sfall.
