I've been looking around some, and all of the info previously posted seems out of date (links to things meant to help no longer working.) and need something to go off of. I have Fallout 2 on disk, but came here hoping to get help. I'm on windows 7, and am having the infamous color glitch. How can I fix this?

Have never got the glitch myself, but there are several suggestions to solve this.
Try these alternatives:

1. Play with opened Screen Resolution Setting
- Right click on your desktop, click Screen resolution.
- Open Advanced Settings.
- Leave this open, and run the game

2. Use Killap's unofficial patch plus the newest version of sfall (http://sourceforge.net/projects/sfall/)
or Killpas's Restoration Project 2.2. Mod (which includes the patch and sfall, as well as additional content).
- Unofficial patch and Restauration Project are both found here: http://www.killap.net/fallout2/web/Downloads.html
(Don't install the patch after you decided to use the Restoration Project Mod, because it will strip all the new content.)

3. Make sure that DirectX9 is installed in addition to the default DirectX11 (http://www.microsoft.com/en-us/download/details.aspx?id=35)

Try running the game with administrator rights and in Compatibility Mode (Windows XP SP3)
