So, entering NCR for the second time in Fallout 2. Moving through the gate with nothing in my character's hands, I get warned to holster my gun. Two police officers say something similar, then all of the guards and police open fire, killing my low-level Chosen One in a few hits. Did I run into a bug? Did I overlook something, like getting caught stealing earlier?

Do you have companions? If you do, you'll have to instruct them to put their weapons away as well.
And that can be a real pain. Going from world map directly to inner city, you probably wont have enough time to have several companions to lets talk about equipment and put away the weapon, before the trigger happy cops go all red.

AFAIR they will not notice you until you made at least one step - if you didn't move you still have time to give orders to your companions.

Good to know, but that one time I realised what was happening only when the cop starts shouting.
A few frantic attempts and then it was reload time.

What I discovered on my current playthrough, was my own ear in the inventory. Hazardous sport, boxing is.
Didn't bother reloading an hour old save, as I didn't realize the mishap when it happened.

Shloulet: Do you have companions? If you do, you'll have to instruct them to put their weapons away as well.
Bringing in Cassidy, Sulik and Vic with their weapons drawn the first time didn't seem to be a problem, but I'll try that anyway thanks.
i keep having the same problem, and yes i have had my companions unequip their weapons..
.. my own weapons included
.. O. and I'm playing on mac..
well. i guess it had something to do with getting attacked while going with the caravan to the ncr... anyway, loaded it back before all that and now they don't have a problem with me... just a weird mix of stuff happened i guess.

Goris' claw counts as a weapon.

He isn't ignored by guards. Even if he tries to look inconspicuous.

I had the same problem. All my characters had their weapons put away. For some reason, when I asked cassidy to "stay here until I get back" the guards welcomed me into the city. Maybe Cassidy has a back story? I had Vic and Sullick with me as well.
im pretty sure that this bug is an unintentional backlash of having high unarmed no matter what i do my hands are technically serious weapons. NCR just wont lay off
I normally leave my NPCs by the car when I go into NCR just to save the hassle. The only one that has any real use in town is Vic, and by that point I usually have my Repair up high enough that I don't need him.

I found a solution for others to try. I had to leave Cassidy at the entrance. Once I made him stay, I was allowed in.
What worked for me was having them put their weapons away..then telling them to wait for me and then immediately having them rejoin. So far so good. I tried while leaving each party members behind one at a time but nothing worked until I had them all wait and rejoin.
As of the most recent Killap patch and restoration patch this seems to be mosttly fixed. You can press "H" to tell all companions to holster weapons and it works fine, although one time even though Marcus visibly had unequipped his weapon he still had it equipped in his combat control menu and the guards were still shouting at me. That one time aside it's not been a problem, even with Goris in the party.
