GOG may have bugs and whatnot, but as sure as hell they don't mix games, the installer you download might not work on your system, but whenever it works (which is pretty much *every time*, aside some people on Macs having the occasional issue and being vocal about it), you're installing the game you bought -- or, in this case, got for free -- so there's no way the person installed any other game when they downloaded Fallout 2. So, again, either they're trolling, which is more likely, or they're genuinely oblivious as to what classic games look like, which is... well, downright sad, since it's people like these guys that keep pushing the video game industry the appalling way it's going.

Obviously this dude thinks Fallout 3 is how the series always has been.

Dude you know this game was made in 1998 where 3D was only a thing with Valve and Quake and you needed a (somewhat) expensive Voodoo graphics card.

EDIT: And on a unrelated note, why the hell were you thinking GOG was giving away Fallout 3 and New Vegas? THOSE AREN'T THE FIRST AND SECOND GAMES. THESE ARE.
