In vault 15, command center - I've been clicking my brains out on rocks, walls, doors, etc. trying to locate the pixel that tells me there's no water chip. Can someone please upload a screenshot of the exact place? Please!

All you should have to do is walk towards the caved in doorway on the third level down in the command center. It's not a pixel you have to click so much as a 7-8 mere (hex) range you have to walk within. You should be given the experience from the mission completion in your status in the display area. It may show up as a crossed-out line in the PipBoy, too.

Well, I've been in that area countless times, so I must have gotten the message, and just missed it. The quest to get the water chip is not crossed out in the PIP Boy. Those guys still need the H2O. The upside of spending so much time in vault 15 is that I got all the goodies - SMG, Hunting Rifle, tire iron, etc. I guess I'll go back to Shady Sands and see if Tandi's been taken yet...

You found a hunting rifle and a tire iron, eh? Well that's news to me. I've been in there ten or so times and thought I had seen it all. Anyways, you won't find the chip for awhile. I was wrong about there being a message in the PIPBoy, but yeah, you must have missed the display message. Head back to Vault 13 if you haven't already.

I think it might require a certain level of Perception but I don't know what level that is.

The hunting rifle is in one of the bathrooms. I think it's in the one on the bottom left part of the screen on level 2. You don't need a high in-game perception to get it, you the user just have to be able to spot it and hold the cursor over it. Since its dark and in a small room where the walls cover it up unless you're in there it can be hard to spot.
