That is up to Bethesda, and 99.9% chance that they will refuse.
Why would you want to?

I mean you can add it to your library as a non steam game if thats the issue... or is it a case of you got it when it was free and expect that 2 distribution platforms that have no agreements with eachother regarding this to add them to you respective libraries?

If thats the case ill buy Diablo 3 and get GOG to add a DRM free (no online shite) copy to my GOG account....

Seriously though. With a VERY small exception there is no way to cross over like that, and the exception if from steam to GOG and even then only because GOG is a part of the group that created the game in question.


Edit: You could also ask Steam and let them laugh and steal your wallet.
