The launcher used to go online to check for new DLC and display the info if something's found, it doesn't have anything to do with DRM-ness.
My gaming PC has NOT access to the internet. Still I have installed and currently playing DA:O with ABSOLUTELY ALL existing DLCs activated, even the ones GOG's release does not include.

I call that DRM-free.

OK, so how do I get the ones that are missing and how do you install them ?

All the DLCs have been included now (yes, even the Collector's Items, even a Tale of Orzammar adventure from PCGAMER), GOG released a new patch today, so now GOG's version has absolutely everything DAO.

GOG.com: Missing CE items + A Tale of Orzammar have just been added in a patch.

Patch add content packs to the main game folder, normal DAZIP installation places them in userdocs\Bioware\ Dragon Age. In-game though there should be no difference - but if you have them already installed, there is no need for this patch at all.

Yes, will do.
I've managed to finally install the game WITHOUT INTERNET.

All DLCs and Awakening expansion were installed also WITHOUT INTERNET.

So GOG's version is indeed DRM-FREE.
