After completing the objective (sending the files to Wizard) I proceed to enter the teleporter and the FMV where the villains are cooking up a plot plays. After the cutscene I get a black screen, I can press F1 to display the help menu and display the game HUD upon exit (as shown in the attachment) but that's it.

Is there a way to get past this?

Which level/mission are you on? I don't remember ever running into this issue so might not be of much help.

One thing you can try - there are a few "mode setting" key combos you can put in that affect the graphics. I can't remember what they are, but something like CTRL+F for frame limiting, etc. If you run through all of these, one might make a difference.

So it's a glitch. I guess I'll try re-doing the entire level without touching the conveyor belts and hope it loads thanks!

Ok I managed to be in Echo Base now. I noticed in my previous save the laser gate that protects the Objective disappeared (& you don't have to input the code) while in my second run it appeared properly.

I guess this can be an indicator that the mission is glitched?
