Perhaps but I don't know as I never had the chance to play BaSS back in the day :)

They're not, there wasn't a copy protection test for the original versions of BASS.

The security manual is a sad remnant of what the game could have been. Every character listed in it was meant to feature in the game in some way (I believe a strong number of them were just random NPCs with flavour dialogue). Most of them were cut because the development of the game suffered a few budget issues and the technology wasn't quite up to it.
